windy took gustaberg on cerberus about two weeks ago, then bastok, on the most recent result, bastok basically took over the board, windy only had 2 areas....

Same thing happened with Windy and Sandy a few months ago. Windy took Ronfa so Sandy took the world, including saba. Won't be long till Bastok and Sandy do the same to each other.
And yeah, it's because of the item trade thing. Just get a few people with Gobbie bag V done and load up on cheap gear, then just trade them all to the Outpost guard a few minutes before the weekly tally. All you need to do is hold an outpost for a few minutes before the tally for your nation to get it that week.
