Hmm, I'm guessing you get different scenes depending on what your home nation is. The absence of the Archduke, and Aldo's reaction to Fal make it seem like this takes place immediatly after the end of the Zilart Missions. As I'm pretty sure Aldo wouldn't be that friendly to somebody he didn't know. But you can do these Missions w/o completeing RoTZ, which would make it seem like they're not connected.
Do you know how the scenes change if you're from another Country? And do they change if you haven't beaten RoTZ yet?
This also brings another question, Esha'ntarl is obviously a Zilart, and seems aware of the fates of Kam'lanuat and Eald'narche, yet she doesn't know that Fal was the one responsible for killing both of them? Weird.
To CRtwenty: I think the scene is generally the same no matter what. They'll say that they have orders from <insert country here> to arrest me. Blah blah. As for Aldo, he acted very vague when protecting me (after all I am Tenshodo, regardless of how much I dealt with him in the past). If I remember correctly, S-E said in some interview that Promathia has no immediate ties to Zilart and it can be played separately. Thus if you think about it, the cutscene is very general. As for Esha'ntarl, again she either does know or doesn't know Kam'lanaut & Eald'narche's fate. It seems very vague from what she says. She just say's they are absent, thus it won't affect those who haven't done Zilart at all. Therefore I think it is correct to believe that Promathia missions won't have any ties to Zilart's, regardless of if you completed Zilart or not.
