Which happens to be "kawaii" in hiragana, followed by their own name in romaji (Latin - that is, English - letters), followed by "chan" once again in hiragana. The color of the comment dot varies - sometimes it's red, sometimes green, sometimes yellow, sometimes blue. Not that it ever changes the contents of the comment.
... and yes, like most jokes, it loses quite a bit in the telling.
