Sounds to me like the same language used in a number of vocal pieces on the Suikoden II disc. I'm not sure whether these pieces play/are supposed to play in the game (there's a couple places where the game is bugged and streamed music won't play) but they can be extracted from the disc using appropriate software such as CDXA. (This is abandonware, and GNU/Linux only, but the command-line utilities in old/ work fairly well if you can figure out how to use them.)
My version of Suikoden 2 doesn't have any spoken audio......

weird....the link doesn't work for me. It worked when this thread first started but it just takes me to a page full of questions marks, some syntax my computer can't read, and no music. any ideas why?
Because the page is giving an error 404 (or something similar) but in japanese - which your computer can't read. I don't know what the actual error message is since I can't read Japanese, but there you have it.

Note: I tried uploading the .zip in a regular attachment (onto a post) but it gave me an error saying the file size was too large, so I used the ftp. If I shouldn't have used the ftp then just remove it or let me know.
