Haven't played the game in a long time and I forget if whether, or not you can attain merits on one job, and use them for another job? Or can only the job that acquires the merit use that merit?

Merit Points - FFXIclopedia, the Final Fantasy XI wiki - Characters, items, jobs, and more
They scale by level starting at 10 for everything but job-specific merits. Those are only active when that job is set as your main and you are 75+.Comment
