is it possible to set a macro that when you fall below a certain percentage of health it will automatically cure you i know the tags such as <hpp> but is there a way for you to put it into a macro so say i fell to 40% health it would cure 3 on me automatically and be able to do it on people in my party??? please help

It's not an exploit when the game is designed that way. And honestly, does anyone care about how it would require less button pressing? That's the entire point of the macro system, any game with hotkeys, etc. It's a matter of how simple you want things to be. Personally, I'd find an FFXI gambit system pretty awesome; not to mention it would make pick up groups far more bearable.
The biggest problem is that, while FF12 had very little in the way of infinite respawns, and required you to manually move the character around at the very minimum, all monsters in FFXI automatically respawn, and have to. It would need some sort of additional protections to keep people from, say, parking their characters in one of the beastmen zones and letting their characters build up gil drops while they sleep. Although, I have seen MMOs that allow people to do this without problems, such as EVE, I don't think it would work well in FFXI.
But on the exploitation front, it's not like people don't already have bots and other third party programs that can easily automate tasks like this. Cheaters will cheat regardless of whether they have to make their own tools or you give them to them, it's a matter of deciding how you want legitimate gameplay to work.
