Alright so I just hit Level 10 RDM and just finished the turtorial provided in Windurust. Now I am just completely at a loss at what to do. Attacking monsters solo is quite hard now especially when I need to travel further away from town. I know that I need to party up with other people but I just can't seem to find any people looking for parties at my level. I am on the server Shiva and there is almost always 2k players on so I am wondering am I looking for party members wrong. I have the seek party always up but I never find anyone around my level to team up with. Suggestions on what to do next now that I am level 10 and on how to go about finding people to party with would be appreciated. Thanks ahead of time.

You're probably going to have to make your way to the Dunes, which in your case, is going to be quite the run.
You would go:
East Sarutabaruta > Tahrongi Canyon > Buburimu Peninsula > Mhaura > 100gil for the Ferry to Selbina.

Alright so based on your two's posts I have to make a long trip to the Dunes which is considered an XP Camp in which partying with level 10's is a lot easier. Its just since I started in Windurust i am further away from the Dunes which makes it harder to get there. Sounds easy enough just going to take some time to get to those dunes based on your directions.

You may want to set your homepoint in Selbina or Valkurm Dunes when you get there. In the case you are killed, it's a bitch to make a party wait 30-40 mins while you run back from Windy.

Also, while you're not going to accidentally wind up in Whitegate, you should take note of the sign in Mhaura which indicates where the ship is going; it'll be useful later.

Yeah I realized that after i posted. Anyways I made it to Selbina, now where do I have to head to? Right outside of the town is the Dunes. I read something about a cave I have to go through but I am little shaky on the details.

Hang out with your party flag up until you get an invite. The cave they talk about is a small tunnel that connects the main part of the map to a small exclave that connects to another area. The exclave is populated by monsters that are mostly weaker, and hence has a few popular camp. The cave is full of bats much of the time, which will attack you (sound aggro); so it's really not worth running over there until you have a party.
I personally would stick with soloing at lv10, but if you're going to party, make sure you set your home point in Selbina. There's nothing worse than a stray bomb toss causing someone to get sent all the way back to their home town. Setting your home point will make it harder to get back to town (actually, you're probably better off running to San d'Oria, to the north, when you want to leave), just as an FYI, but you should do it.
