Help Understanding World Transfer Fee(s)

I tried to look up an answer, and its probably very obvious, but I can't figure it out and be sure. Is a server transfer $25 in addition to the regular monthly fees, or does $25 count towards the world transfer and the month's fees. I ask because the FAQ on POL says "No other service fees" would be charged, and I'm confused as there really is no other "service" fee besides the monthly payments to play.

I'm stuck as a lvl 50 WHM on Fairy and want to go to Pandemonium. No one will help me get Rank 5 or finish G1, it's been 4 weeks and I'm only PL'ing in the dunes day after day..

While this "The above fee that is incurred will be charged on the following month. After the World Transfer is complete, no additional monthly service fees will be incurred.", can sound like your monthly fee is included in the $25 transfer fee, don't count on it. I can not say for certain but I'm pretty sure it isn't. I look at it like this, if you can transfer 16 characters on that one $25 fee, an account with 16 characters is $27.95 a month which is less than the $25 transfer fee. So just expect to pay the $37.95 for that month (if you have no additional characters). I think what that statement means is that you are charged $25 once, that there will not be anymore $25 charges beyond the first one (until you want to server hop again that is ^^).
