Missions start at 30. Zones that you can do useful stuff in start earlier, potentially. I don't think many people exp in Carpenters' Landing lately, but you still could if you had a LS party or static or something.
Sooner if you're planning to exp in Korroloka, which is a RoZ zone. I think you can start there before 20 with the right party.
When you need an expansion depends on what you intend to do with it. RoZ, CoP and WotG can all be used for fairly low level exp solo or in suitable parties (although none is popular with the mass of pickup parties until the jungles at mid-20s). If you want to unlock advanced jobs you can do that at 30. Mission content starts at varying levels for different expansions (all of the expansion storylines so far eventually require quite high levels to complete, and WotG will probably be the same). Exp, well, you'll know after the second or third time you have to turn down a party invite because you don't have the expansion to go where they're going.
