Are you sure you've got the right NPCs? If you talk to them, do they offer to rent you a chocobo (if not, wrong NPC)?
Do you have your Chocobo License? The ticket is for a free ride once you have your license (and often more expensive on the AH than it costs to just rent a chocobo, so kind of a waste of gil).Ellipses on Fenrir
There is no rush. If you're not willing to take your time, don't be surprised when no one wants to give you much of theirs.
