If you have friends who also play FFXI, I'd recommend going to their World. If not, bring a friend with you if you can!
As Eticket says, there are good people on every World, but having a friend who's there from the beginning would definitely improve the experience. The "newbie" period is really something magical, when you have a companion to share all the exciting discoveries with. ^_^Bamboo shadows sweep the stars,
