IfritnoItazura's advice will help you loads. Definitely saves time trawling round the npcs every time you get a fame level. I did it how you are describing the first couple of times, it takes forever.
Fame and quests in ffxi actually make a lot of sense once you twig to how fame and quests work.
Your fame in a particular place is a measure of how well known you are among the local townspeople (i.e the npcs). Missions are what you do for your government (which ordinary townspeople would generally not hear about), quests are you helping out people in the town.
When you start out, with level 1 fame, the npcs haven't heard of you because you haven't done any deeds they have heard about so they won't trust you with anything very important. You could be level 75 and rank 10 but that doesn't matter.
As you do quests and become more famous more npcs will start to trust you to help them with more important tasks (i.e you get access to more quests) because they have heard of the work you have done helping other people in the town.
So your fame and access to quests is mostly (few exceptions that require a minimum level as well as a minimum fame level) independent of your job level and your mission rank.
