If you continue to pay for the account, then no.

If you stop paying, or cancel the content IDs without deleting the character(s), they will not be deleted for 3 months. After that, your character is liable to be deleted at any time. I've heard of a few cases where people have returned after over a year and were able to re-activate an old character, but many more cases of people who were unable to do so.
