Installing On Two Computers

My brother wants to start playing but he's on the computer downstairs. Would he still be able to install using my disks and my pol account in order to only pay the extra $1 a month for an extra character? If yes, will be both be able to go on at the same time? Thanks in advance,

Yes, he can play on the same account for an extra dollar a month, but no you can't play at the same time. If you want to play at the same time, you'll need to purchase another copy of the game (not for the software, but just for the second account) and pay the regular monthly fee.
