As I recall, you have to be in Japan to buy the forms of web money they accept, because you either buy it online with a credit card, or you buy it in cash from Japanese convenience stores. If you want to play in English with a Japanese account, you need to log in with the American or European client with that Japanese account, like the rest of us importers do. The Japanese client will always be in Japanese for auto-translated phrases, NPC text, and anything else that isn't player-generated text that's originally in English and not run through the auto-translation.

If you don't have a credit card to pay with, just do what many of us have been doing. I've been paying with my VISA CheckCard debit card since I registered my Japanese account. Many online and local shops sell prepaid VISA and MasterCard cards. Just because a card has a VISA or MasterCard logo on it doesn't mean it has to be a credit card. Many such cards are really debit cards. However, the USA seems to be the only country with VISA and MasterCards linked to bank accounts. Every other country has to buy prepaid cards with those logos.
