How do the expansions work? Like if some one is a blue mage and I am a red mage can I party with him if I do not have the expansion? Or can I see and fight the same guys he can if I can party with him? I just do not understand how it would work.

Expansions only give new areas. You can still do and interact with anything that is from a non-expansion area.
For example, there is a quest that goes to an expansion area, but starts in, say, Windurst. You can start the quest, and can go up to where you need to go to the expansion area, at which point you must get the expansion if you want to continue the quest.
This means you can party with blue mages, corsairs, and puppetmasters, and can purchase items that are obtained from expansion areas, etc. etc.

Simplest way to state it. Expansions are MASSIVE updates, contains a quantity of files that is just to much to expect the public to download from the update server.
Ofcourse the files that the general public will need to play still are still done through the update server. So if you don't have the expansion you'll still be able to obtain equipment and such that is in the new regions that players bring over from there.

the maps and monsters in new zones won't be added to your PC if you don't install. Which isn't bad because you won't get to see them anyway
Installing takes space on your hard drive. But shouldn't affect your game performance in anyway. The game only loads what are needed, it doesn't load the entire world when it's running.There are painters who transform the sun into a yellow spot,

CoP did not include any new jobs, but ToAU includes three (Blue Mage, Corsair, and Puppetmaster).Ellipses on Fenrir
