What level do you think is good to go out and purchase CoP and really take advantage of it?

30 is when you can start on the first big part, promyvions.

What would some of the benefits be? Aside from missions I really do not know what CoP does for you.

You get access to sea I think? After all of the missions are done anyways.. (Not to fond of it, not past the Promyvion part XD). Anyways, you need CoP and Zilart to go to half of the areas (well, not exactly but quite a few). If my info is wrong then someone else will probably come and correct it.

You do get sea access from CoP. Also after completing it you can get some really nice items.

You also get access to some good levelling spots such as Lufaise and the very popular Bibiki Bay.

At level 1 actually. You could sponsor nekkid level 1 races through Bibiki Bay and that's addition to all that clam digging you're going to do.
