When to get CoP

At the moment im a lvl 28 BLM, i have rank 2 and have been playing for a month and im just wondering when is it a good time to get CoP? And what would i get out of it when i get it, it is just like a few more areas and missions? If it was mostly missions what rank should i be for my home city and RoZ before it i get it?

The first few missions (up to the long Promyvions) are capped at level 30.. so get 2 more levels and get started!

Then the next few (including the Diabolos fight!) are capped at 40.

I got some questions on this topic; how do you do the missions? I've been to Delkfuts Tower and seen the CS but is there an NPC i have to talk to before i do them?
