No, you will not be able to install and run PlayOnline or Final Fantasy XI on modded systems. The best bet would be for your friend to sell his Slimline PS2 and buy the original version, or purchase the PC or upcoming Xbox360 version of the game.

It seems a usb external hd can be used with the slim PS2 and some additional software.
