i have my PC configured to type japanese and all that stuff now how do i make those symbols like this. Ψ(`∇´)Ψ??? can someone help me out thanks

those r called Kaomoji, or face emote, and r not one symbol, but rather strings of characters, whether Japanese or not.
many of the characters used r indeed non-Japanese. one in ur example, ψ, is a Greek letter "psi." also, д, as u'd see in ('д'), is a Latin alphabet of "D."
in actual typing, it's too much of a hasle to type them separately, so we use dictionaries. a dictionary file for IME is just a list. when properly registerd, it adds more "choice" in the list of possible Japanese characters. (the list doesn't have to be all Japanese - can register anything of any combination as long as IME is capable of handling those characters.)
thus, if I wanna type (・∀・),
1. type kaomoji (��も�)
2. hit space
3. keep hitting space till i get what i want from the list
4. hit enter to select it
it's possible because i have dictionaries registered.
now, i don't know if Global IME is capable of taking any additional dictionaries, but u can try taking the dictionary file here (Japanese site);

for instruction of how to add dictionary files in Global IME, if possible at all, i'm afraid someone else has to follow up, coz i'm on a Japanese Windows, and have no need for it. in the meantime, try searching the forum as this sort of topic must have been covered before already.

Thanks for that link bside. I was wondering how the japanese were able to input the kaomoji so fast, but that list did the trick for me. The instructions are actually shown on the site, with pictures explaining how to set them up. But if anyone was confused, here's how I got mine to work:
1) go to the link http://www.odysseygate.com/ff11/ime/
2) download the file at the bottom, use Winrar(or winzip with an LHA viewer) to extract the txt file.
3) Go to your language bar, select ツール(tools, should look like a tool box)
4) select the 4th option from the top, (I don't know the kanji, but the shortcut key is T)
5) select ツール from the bar at the top, and select the option after "microsoft ime"(it's the 5th option from the top), or just hit T.
6) find the file you extracted earlier than then hit OK, it should be set after that.滅殺
