Ok this is my first time hearing off .dats, so what does it do make your armour look diferent or/and gives the armor the stats of the armor in the .dat

DAT modding is purely visual. You can't alter the in-game stats or items in anyway with it.

technically, yes DAT modding is against SE's rules. however, 1. it's very hard for them to find out and 2. you can't modify the DATs on xbox360
