ok problem solved! If your an ATI graphics card user, like me, your SOL. It has an error with ATI cards. I feel your pain on this as well for anyone who tried.
The intention w of correcting the trouble on ATI Only shadow test edition corresponded to Area.lst of the List folder
The format of Area.lst is as follows
For example file number (1-1-23), X coordinate, Y coordinate and Z coordinate of initial position. Area name (favorite ones)
This is the trouble the site said it has with ATI cards. Im not sure what to do persay but like you, I also have a new card with updated drivers.
Ahaha! It works! This is awesome, as I would love to prod around the areas outside of the game, but FFXITool doesn't apply textures to the regions, so the zones all ends up being black structures, or nearly completely transparent D:

edit: Oh man! It has a primitive special effects viewer! Still *extremely* primitive though. And wow, Alzadaal is such a maze x_x Imagine Sacrarium's Maze, except an entire zone. I just pray the walls don't change position, depending on day!
If you're having any crashing problems, it's because of video card incompatabilities. I tried to find a way around this, namely a program called 3Danalyze which has fixed similar problems with running the game. For me, it was a no go. My video card is an Intel, so maybe you ATI people would have better luck with the program. A download link is here: http://www.3dfxzone.it/dir/tools/3d_analyze/
