Sorry new digger here, How do I turn in Skill cap items and is there an NPC i can figure out what my skill lvl is? I dug for like 3 hrs last night lol not sure how I'm tracking >.> got lots of worms and flint stones and a few bone chips.

The incredibly short answer to your questions is: You don't.
Chocobo digging has always been a hidden skill, the only real way we have to figure out how good we are at it is to watch the /wait times fall. (Kind of like how old fishing used to drop your line recast time when you levelled it up).
Basically, at lvl 1 digging the following macro should work perfectly:
/dig
/wait 16
/dig
/wait 16
/echo dig again!
To check if you've gone up a level, all you'd do is lower the wait time down to the next level. Lvl 2 digging in this case only requires an 11 second wait. So, if you plug in 11 seconds into this macro and it works, you're now lvl 2.
Here's a rough chart:
lvl / wait between digs / wait after entering area
1 / 16 / 60
2 / 11 / 60
3 / 6 / 60
4 / 0 / 50
5 / 0 / 40
6 / 0 / 30
7 / 0 / 25
8 / 0 / 20
9 / 0 / 15
10 / 0 / 10
If you're using someone else's chart, lvl 1 digging (sometimes lvl 0), roughly translates into "Amateur" skill. The other ratings go up from there. What you see there as "Skill test items" are largely a result of those of us in the NA community mistranslating JP websites on digging. There is no actual "test" for a rank up. You can dig that item up, and you'll either level, or you won't, or you'll level on a completely different item, etc. What I suspect the original text we're all butchering said is: "This is the best item to build your skill on at this level". Or whatever the item just above the skillcap for that level was.
As for the "A #" digger references you will occasionally see, those refer to someone's area wait time, which becomes important after you hit lvl 3 and 4 and can pretty much dig at will, (the animation itself takes almost 6 seconds). Thus, the vaunted "A-10 digger" reference you see people bandy around means that they're lvl 10 on my chart and have an area wait time of 10 seconds after they zone in til they can start digging. At lvl 3, I'm still considered an A-60 digger, though my time between digs is significantly less than yours would be at lvl 1.
