Brutus' new quest has nothing to do with actually raising or riding a chocobo. It's just a new quest that has chocobos in the story. And to top it off the reward is a Chocobo Egg so after you get your licenses and finish the quest you can start raising your own without buying an egg.

Not sure if it helps any or not, but I've been sat in the middle of my AF2 quest for the past few weeks (due to having moved house, not having broadband yet and having a really dodgy dial up connection) and I didn't have any problems triggering the quest.

Given the amount of rubbish Brutus makes me do, I'm not surprised he gave me the quest. I mean, he's just had me fighing a ghost (it was giants before that) and now I have to run around a castle fighting lute players and ninjas to get a collar for a monkey so I can get some new shoes...

To be fair, I don't think that the OP understood the situation when making this post. If you'll note, he has since reposted that he was able to start his quest just fine. There's no need to talk down to him.
