Trader's Pigaches HQ

i am a lvl 94 leathercraft and this as its writen is a lvl 27 leathercraft item but im unable to get an HQ out of this i made like 5 NQ and 0 HQ i dunno but maybe this item is clothcraft?

trader's pigaches have clothcraft sub, following the pattern of all the trader's equipment set :3

following the pattern of the rest of them, it'd be safe to assume the clothcraft sub cap is around 12? ish, maybe 10-12.
