Fishing for Elshimo frogs

Does anyone know the rod and bait/lure and location (i'm guessing elshimo region :sweat: ) and what sort of skill is needed?
The fishing database has no information about these little froggies.

They cost 1k each at the port windhurst fishing guild, but only stocked when windhurst is 1st place in conquest.
I use them to make kodoku ninjitsu powder and getting a steady supply of frogs is hard, I can find maybe 1 or 2 frogs every other day in one of the AH.

odd, i checked several databases and none of them had the skill lvl / lure to use / location

I had a bunch of them drop off sahagins in grotto... never fished one

Yeah I guess I will have to keep killing sahagin for them. Maybe fly lure in yhoator/yhutunga might work.
