Ok let's say I twinked the crap out of myself and bought a Mithran rod and Rogue rig. Would I every catch anything at level 0? Would my skill even go up?

Rogue Rig catches mainly items, not fish.

I've noticed Bamboo Rod and Lugworms right off the pier next to the Fishing Guild is good for skilling up at the start.

I have no idea when you stop skilling up there, but I went up way faster than in Moat Carp places. You catch mainly Quus and Sardines, which aren't worth what the Carp are, however.

Well, let's say you did this... Chances are you break your rod or your line pretty quickly. I have personally never broken a rod or line, but it's probably because I'm damned lucky. The rogue rig costs about 15k and it's gunna hurt when your line breaks.

Don't do that, yes like the above poster said, line breaks hurt. Also, the general consensus regarding the rogue rig is that it will catch more items than anything else, in addition, bite rate seems to be quite low compared to using the proper baits or even lures.

To be honest, Im not sure if ill ever be using the rogue rig, currently Im at lvl 51 fishing.

Read the description on a rogue rig and think a little, what would something like that be good at catching in the real world? When you find out you also know what to use it for in game.
(Hint, what's the chance you'll actually HIT a normal fish with the rig?)

I will rephrase. Let's say I bought a very expensive pole and very expensive lure. Would I be hurting or helping my fishing skill progress? Or are there many other factors that I am missing?

Buy a composite rod and use bait, not lures. Don't bother with mithran rod, waste of gil.
That should get you to 70+ skill at least.

Bait has more bites than lures and due to line breaks an expensive lure is often a very bad idea at low skill. Follow the Osakana guide and do not use rogue rig unless you're willing to lose it.
