I don't think you can actually make these. I think the only way you can get them is BCNM30.

And simurgh, iirc. Also from the new goblin traders in the various dungeons - you need special "money" dropped in dynamis though. There may be a few other NM that drop the ingot too.

Many HMN's including the ones in Ru'Aun Gardens drop it.
