HELP - Alchemy stuck at lvl 11

I'm lvl 11 with recruiter and i'm not capped the 11 is white.

I've looked at many sites and they say:

Poison Toxin - Lightening crystals + 2 giant beestingers

is for lvl 11-16.

At lvl 11, I've made a dozen and I didn't get 0.1 a skill raise, does anyone know why? Is this formula for the wrong lvl? What else can I make cheaply?

Any comment or advice would be nice,

11-16 is the level where you will not fail (e.g. gain little skill) Start making Mercury. Cobalt Jellyfish x 4 + lightning.
