Fishing caps?

I had decided to start fishing as a way to make some money while my friend caught up to me. I have been doing good, getting probably a dozen moat carp in an hour or two (watch a movie while I fish). This entire time I have only been using bamboo pole + insect paste and it has worked beautifully. Now Im at lvl 8 and I cant catch anything. I will get the odd carp, but Im talking MAYBE 1 / 12 insect paste whereas before I could get at least 5 a lot of the time. Im still using the same rod and everything.

My question is whether there are lvl caps for the rods and bait. Should I be after something new at lvl 8 and if so what is it and what should I use.

Note that these are all soft cap numbers, meaning that you can still gain skill increases above the posted numbers but it is very, very, very small.

So is their any other factor here that I am missing? I am getting bites all the time, I just dont get the fish. It is with insect paste bait, so Im assuming it is a moat carp and since lvl 1 I have been pulling them in no problem. Is there a reason to have trouble now.

One more thing, Im not too concerned about lvling my fishing skill at the moment. I just want to catch the fish!

The thing about Moat carps is that they are not alone where they are found. Other carps such as the Tricolored and Gold which take more skill to catch reside there too. thus you get all those bites with no fish. (same bait for them).

-there are no moat carp only fishing areas.

The upside is that the Tricolored are each sold about 100+ gil and the Gold for 500+ at regular stores. (a bit more at fishing guild store -i think).

I got to leve two fishing rather quickly, but now I'm not sure what rod to use (if there should be a change in rods now). Any suggestions?

I've used bamboo rod/insect paste from 0-8 in a very short time plus I made at least 15k.
